i keep getting an error whenever i am installing ossn that "server error The website encountered an error while retrieving localhost/ossn/installation/?page=account. It may be down for maintenance or configured incorrectly". how do i fix this.

I can't see which way .htaccess should be involved right there.
Why don't you follow Arsalan's advice and provide your error log files?

Please make sure your ossn installation have .htaccess file if not you can create a new .htaccess file with the source: https://github.com/opensource-socialnetwork/opensource-socialnetwork/blob/3.x/installation/configs/htaccess.dist

the server supports apache and i reuploaded it but it is still giving the same error

Try reuploading the .htacess file that came with OSSN to the root directory of your site.

Did your servers supported apache ? Please provide a necessary errorlog and apachelog file.
