Hello
Is it possible to limit the image size ?
Can I limit (as administrator) the image size per upload ?
I would like to set under 2 MB.
How to ?

As a first step I'd recommend to read

Basically, all these kind of settings depend on the underlying PHP installation. Thus, it's a good idea to additioanlly ask your hosting provider for the right way to accomplish changes like that.
Aside from that you should have in mind that the upload size limit has a general impact on ALL other uploads, too. Thus making it too small wouldn't allow uploading components and themes which exceed your chosen limit.
