I wish that only the admin could create group on my website.
Also be able to create sub groups under a particular group.
Users will not be able to create group.
Users would only access and interact with the other group members.

Go to https://www.opensource-socialnetwork.org/component/view/3682/restrict-group-creation
and download the component.
Sign into your Administrator panel.
Click on Component and go down to Installer.
On the installer page, you will see choose file. Click it and choose the file you just downloaded. Make sure to leave it as a zip file.
Once it's installed, click to the components tab and then chick components.
Once on the components page, find the component and enable it.

Did you try the Restrict Group Creation component already?
