Please help me i am still new to Github so i am really confused....Please say how to do it because i want to help :)

You can go to https://github.com/opensource-socialnetwork/opensource-socialnetwork and go to directory where you wanted to add a file , click add file button on top.

It all depends if you doing to send a request to any project like OSSN or you are doing in own project.
