Utf-8 problem for my ossn install

enter image description hereHi, i am finding when people in my community use words like who'd in their text it generates unwanted characters in the text , is this related to UTF-8 compatibility with PHP or is that wrong? How would i fix this issue?

start PHPMyAdmin
select the ossn_object table
do a new post on the wall like it's me
back in PHPMyAdmin click guid to re-fetch the table sorted in reverse order (largest guid first)
your post should be displayed on top now
provide a screenshot of this row
