I login into admin > configure >Site announcement > to go area i want to place the video > click on the player icon > add and different times the embed code and the link, I get the same out come. I have tried different videos.
What could be causing this ? It has worked fine for other videos before this.
I deleted version 1.4 and add version 1.3 so far it's ok.
I'm thinking it must be in the code of v1.4
site announcements 1.4 is installed
for the Dave Chappelle monologue on snl it gives

Having 1.3 installed now the video appears correctly like
The interesting part is the text below which appears red on my site while black on white with Maurice. That is: Most likeky it's simply a different usage of the texteditor = embedding the video inside of another element having limited dimensions.
Maurice you may use Tools->Source Code and provide the code to give us an idea. Mine looks like

I'm using 1.3 version. I don't remember where I got the component (on installation itself, here or openteknik site). And I didn't any change on this code. The image bellow are from my test site

in order to investigate your issue I just downloaded the Site Announcement 1.2 component from openteknk.com,
and to my surprise it doesn't allow to insert videos at all, it looks like
That's why we should clear up first, which (most likely customized) version of Site Announcemnet you're using.
The issue is back and it's truly interesting because I followed what was stated by you all and the video of Dave Chappelle was able to go up when posting the (https://www.youtube.com/watch?v=_m-gO0HSCYk) now I go and post another video and use the (https://www.youtube.com/watch?v=N6RjS7532qI) and still get the cut off video. In the screen shots you will see me using different ways the way you have posted and I still get the cut off video. As well it's the same rather I use the laptop or phone. Also what I notice is that when I put in the format you suggested (https://www.youtube.com/watch?v=N6RjS7532qI) in source area, the embed changed it to the (src="https://www.youtube.com/embed/N6RjS7532qI").
I don't know what's going on, I'm thinking maybe an issue with the app but I'm not sure the first place to look because the Chappelle video was turned to the (https://www.youtube.com/embed/_m-gO0HSCYk) and comes out fine but when I use that as well the video is cut in half. like I said I'm a bit confused and frustrated.

Good day! Some people may have trouble downloading videos from instagram, but now it can be done more conveniently and easily. To do that you need to go to this site https://instasaver.pro/ . When you go to it, all you have to do is paste the link to the video into the box, and then you can download it.

Have you tried put in the section the video only? I tested with your youtube link (https://www.youtube.com/watch?v=zp399RR4LB4) and show correctly on my test site.
